S. Allen Monello, D.P.A.

S. Allen Monello, D.P.A. is a partner in the Automotive Industry Center for Excellence, LLC (AICE), a regulatory consulting and training firm specializing in the motor vehicle industry. Dr. Monello has provided regulatory consulting and training services to franchise, RV, and independent dealers, and finance companies since January 1992. Prior to that time he served as Assistant Director of Florida’s Division of Motor Vehicles where he was responsible for overseeing statewide operations staffed by over 600 employees.

Upon leaving DMV he started a title processing and dealer regulatory consulting service. Monello was retained by a motor vehicle dealer trade association as an independent contractor and served as the association’s Director of Governmental Affairs. During his six years in that position he drafted and helped lobby for many laws that have had a positive impact on Florida dealers. In addition, he started and operated a Motor Vehicle Dealer Training School for the same dealer association. Monello left the association to become a Senior Vice President and Chief Compliance Officer for Smart Choice Automotive Group, a publicly traded company consisting of numerous dealerships, a finance company, and other related companies for almost three years. Then he and partner Larry Peters managed a dealer trade association providing regulatory assistance and education services to its members until June of 2010. They both continue to provide regulatory consulting services to the industry. Monello is a registered Executive Branch Lobbyist in the State of Florida and is licensed by the Florida DMV as an instructor to provide pre-licensing and continuing education training to motor vehicle dealers.

Monello received a Bachelor of Science in Behavioral Science (Summa Cum Laude); a Master of Science in Criminal Justice; and a Doctor of Public Administration degree from Nova Southeastern University in Ft. Lauderdale, Florida, where he has served as an Adjunct Professor since 1981. Dr. Monello teaches masters-level courses in public administration (including government regulations and policy analysis) and criminal justice. Monello is also certified by the Florida Supreme Court as a Family and County Court Mediator.

Larry Peters

Larry Peters is a partner in the Automotive Industry Center for Excellence, LLC (AICE), a regulatory consulting and training firm specializing in the motor vehicle industry. Peters has provided regulatory consulting and training services to franchise, RV, and independent dealers, and finance companies since November 1998 after retiring from the Florida Division of Motor Vehicles (DMV) as Chief of the Bureau of Regulation and Enforcement. In that capacity, Peters was in charge of the statewide Bureau responsible for enforcing motor vehicle and dealer licensing laws in Florida. He began his career in motor vehicles as a manager of a tag and tax agency for a county Tax Collector.

After his retirement from DMV, Peters was hired by a statewide dealer trade association as the Director of Education and Governmental Affairs. In that capacity Peters developed educational programs directed towards the motor vehicle industry and ran the state mandated pre-licensing program that grew to 10 locations monthly and trained well over 1400 prospective dealers a year. Peters also supervised the lobbying efforts of the association and was instrumental in crafting legislation impacting the motor vehicle industry. Additionally, Peters provided technical information to dealers, auctions, government agencies and financial institutions regarding the industry. He also worked closely with state and federal agencies on behalf of the motor vehicle industry. In October of 2001, Peters was appointed as the Executive Vice President of the Association. He worked in that capacity until November of 2009.

In December of 2004, Peters partnered with S. Allen Monello, D.P.A. to form the Automotive Industry Center for Excellence, LLC (AICE). AICE is a licensed training provider by the Florida Division of Motorist Services. AICE is also an authorized provider of training through the Florida Tax Collector Services Corporation.

Peters received his Associate of Arts degree from St. Petersburg College and Bachelor of Arts degree from the University of the State of New York. Peters is also a graduate fellow from the Florida Department of Highway Safety and Motor Vehicles in conjunction with Florida State University. Peters completed 27 years in the United States Naval Reserve and retired in 1998 with the rank of Chief Petty Officer. He recieved extensive training in Leadership and Management principles and is a qualified trainer. Peters is also licensed as a training instructor by the Florida Division of Motorist Services and is a registered Executive Branch lobbyist in the State of Florida. Peters is a member of the Florida Auto Theft Intelligence Unit representing the interests of the motor vehicle industry.
